In 2011, President Obama announced the US Government’s US$ 2 billion OER funding initiative, the Trade Adjustment Assistance Community College and Career Training Grant Program (TAACCCT), which would invest $2 billion towards the development of new curriculum and teaching materials for use in Community Colleges (similar to the TAFE sector) throughout the United States. The program supports President Obama’s goal of having the highest proportion of college graduates in the world by 2020, by ensuring that community colleges have the resources that students and schools need.

The terms of the grants require that materials produced are to be distributed under a CC BY licence. The first round of grants (Wave 1) awarded nearly $500 million in 2011, and the next round (Wave 2), announced on 27 February 2012, will make another $500 million available to eligible higher education institutions.
